Community consultation is now closed

Council is considering a new commercial Lease Agreement with the Lessee’s of the Clayton Bay Riverside Holiday Park, located on Island View Drive, Clayton. 

The proposal is for a 20 year commercial lease for the current area occupied by the Holiday Park and, consideration to extend the area on the northern side of the park grounds into the adjacent reserve. At the 20 September 2021 Council meeting, Council were open to consider seasonal expansion use only of portion of the adjacent reserve during peak times, consistent with the Clayton Bay Foreshore Master Plan Actions.

The operators are seeking to secure a longer term tenancy for the current Park area in consideration for capital improvement, improved services for visitors, local employment opportunities and excellent consumer tourism experiences, township activation and financial security for reinvestment into the facility.

To clarify the zoning along this portion of Clayton Bay, the current zoning information attached here highlights that the area in red is zoned Caravan Tourist Park. The surrounding area is called the ‘Conservation Zone’. The Conservation Zone includes a sub zone over the green area on the map called ‘Visitor Experience’. The Visitor Experience sub-zone allows for tourist accommodation uses, provided that they do not adversely impact on the environment. The intent of the Visitor Experience sub-zone is to provide eco-tourism opportunities in addition to general conservation practices. The Holiday Park has approved tenure to operate at this location within these zones.

In addition, the operators are seeking to expand the Park area to include an additional portion of land north of the current park boundary on a continuing basis. At the 20 September 2021 Council meeting, Council were open to consider seasonal expansion use of portion of the adjacent reserve during peak times, consistent with the Clayton Bay Foreshore Master Plan actions. 

The operators are keen to increase the Park by any size permitted by Council in order to meet customer demand and have not stipulated an exact parcel of land, however have indicated that the area would align with the Clayton Bay Foreshore Master Plan. Any proposed area of expansion would be considered further following closure of the community consultation period, 26 November 2021.
