What is the Clayton Bay Riverside Holiday Park?

    A family run small to medium commercial Caravan and Camping Holiday Park. Accommodation options include grassy powered and unpowered sites suitable for caravans and campers, onsite caravans and cabins. 

    Current tenure

    The current commercial lease commenced in 2004 and expires in 2025.

    Where is it located?

    Portion of Island View Drive Clayton Bay South Australia. The land is a combination of Council owned community land and road reserve located directly on the waterfront. The river and natural environment is a main attraction of the park.

    As part of their existing lease conditions, the operators have permission to utilise the road section within the Park grounds, which meanders along the river bank between the Park and the river bank. Public access is retained along this foreshore walkway, providing pedestrian linkages along the entire riverbank frontage for visitors and residents to Clayton Bay to enjoy.

    This combination, of utilising both land and road under a Tenure Agreement, is consistent with other Tenure Agreements across the Alexandrina Council region.

    Current Lease area

    The operators are seeking to secure a longer term tenancy for the current Park area in consideration for capital improvement, improved services, brand awareness and financial security for reinvestment into the facility.

    At the 20 September 2021 Council meeting, Council endorsed proceeding to public consultation on the proposal to gauge the community’s appetite to a proposed new lease for a term of 20 years, commencing as soon as practical.

    Expanded Park area

    In addition, the operators are seeking to expand the Park area to include an additional portion of land north of the current park boundary.

    At the 20 September 2021 Council meeting, Council endorsed proceeding to public consultation to gauge the community’s appetite to providing the Park operators with a licence for the seasonal use of a portion of the adjacent reserve during peak seasons only (Dec to April) on a non-permanent basis, consistent with the Clayton Bay Foreshore Master Plan actions.

    The area of expansion would be for decision of Council taking the outcomes from the community consultation process into consideration. The operators are keen to increase the Park by any size permitted by Council in order to meet customer demand. 


    Fees

    The commercial lease fee is determined by an independent market valuation.

    The commercial licence fee for the seasonal expansion area would be determined by independent market valuation.

    What does the Clayton Bay Foreshore Master Plan say?

    The Clayton Bay Foreshore Master Plan was adopted at the 15 June 2015 Council Meeting (ACM15211). The objective of the Master Plan project aim is;

    “to balance demands for recreation and nature, beauty and function, heritage and progress; creating a foreshore that continues to attract people while protecting and enhancing the natural and cultural landscapes of the area”.

    The Clayton Bay Foreshore Master Plan recognised the existing occupancy of the Clayton Bay Riverside Holiday Park and referenced the Holiday Park within the plan. The precinct plan actions of the Clayton Bay Foreshore Master Plan included;

    • 3. Improve connection to and through caravan park (define public and semi-private areas) and boat club.
    • 9. Support seasonal expansion of Caravan Park and opportunities for informal camp sites.
    • 10. Review and manage impact of possible caravan park extension on turtle hatchery (balance against seasonal camping).

    A new lease would provide opportunity to strategically align the Park conditions to the Clayton Bay Foreshore Master Plan. 

    What did the Clayton Bay Village Conversations say?

    The Clayton Bay Village Conversations were held in May 2021. The Community's participation in the Conversations was strong, with over 100 attendees across the program. The Clayton Bay Riverside Holiday Park operators attended the meeting.

    The key messages from the Village Conversation were;

    • Community enjoy the peaceful and tranquil environment of Clayton Bay.
    • The natural landscape is unique and picturesque and should be protected.
    • People enjoy the dark skies and would like this celebrated.
    • Future development should be considered in line with community concerns.

    The key concerns from the Village Conversation were;

    • Protection of views for residents along Island View Drive. 
    • Improved / additional parking locations off Island View Drive required for visitors to Clayton (locations that don’t interrupt views or cause traffic hazards).
    • Concern over expansion of Lessee into adjacent public reserve. 
    • Time frames for opportunity to make public comment on any proposals put forward by the Holiday Park. 
    • Appropriate operation of the Clayton Bay Riverside Holiday Park.
