A report was presented to Council at the 20 January 2025 Meeting for decision. Council resolved to not progress further with a formal application to the Department of Infrastructure and Transport for a speed limit change to 40kph within the Strathalbyn Town Centre area.

About the project

Council sought community feedback regarding a proposal to create a 40km/h speed limit precinct in Strathalbyn's Central Business District.

The precinct would have encompassed the streets surrounded by West Terrace, East Terrace, and South Terrace. The proposed precinct would have excluded Department for Infrastructure and Transport (DIT) arterial roads.

At the 18 December 2023 Council Meeting, Council Members resolved to investigate lowering the 50km/h speed limit in the Strathalbyn Town Centre and creating a 40km/h precinct in the streets surrounded by West Terrace, East Terrace and South Terrace.

In early 2024, Council undertook traffic counts on several streets within the Strathalbyn township.

The counts showed the average speed of all roads in the area was 40.9km/h (inclusive of the DIT roads) and 38.5km/h (exclusive of DIT roads). As such, a report to Council received on 19 August 2024 recommended that a 40km/h area speed limit might be warranted for the Council streets within the township surrounded by West Terrace, East Terrace and South Terrace.

The findings of the investigation are contained in the agenda report received at the 19 August 2024 Council Meeting.

At the 19 August 2024 Council Meeting, Council Members resolved to proceed to community engagement and seek feedback on the proposal for a 40km/h precinct in Strathalbyn's Town Centre, excluding DIT arterial roads.

The creation of a 40km/h precinct would have required the installation of approximately 60 new signs. Additional signs would have also had a cost implication for Council.

If a 40km/h precinct had been supported by the Strathalbyn and wider Alexandrina community, all speed limit changes would have required DIT approval, even on those roads under the care and control of Council. Council would need to seek DIT approval for any changes to speed limits in the Strathalbyn Town Centre
