Project Update
Council received and noted a report titled 'Community Engagement Report - Ocean Road Middleton Proposed Road Closure' and the contents of the community engagement report.
Council voted to proceed with the formal road closure process in accordance with section 32 of the Road Traffic Act 1961.
In total, over two rounds of advertised consultation, Council received six submissions - four in support, one conditional objection and one neutral response. The objection related to concerns about the complete restriction of non-motorised access. The proposed method of closure involves installing large boulders at each end of the unmade road section, effectively preventing vehicle access while allowing continued use by walkers, cyclists, and horse riders. A report to Council stated that this approach addressed the concern raised.
About the project
Council commenced a formal road process to close a portion of unmade public road reserve known as Ocean Road, Middleton (locally known as Glenford Gully Road), in accordance with the Roads (Opening and Closing) Act 1991.
This section of road has never been constructed or used as a public road and traverses steep, vegetated terrain, with no connection to active transport infrastructure. Historically, it has been used and maintained as part of the adjoining private property.
The proposed closure is a procedural step to resolve long-standing land management issues and provide clarity around property boundaries.
If road closure is supported through consultation, the closure will restrict access to motor vehicles but still accessible for walking, bicycles and horses.
