Project update

Council has signed a lease with the Natural Burial Ground Trust of Australia to establish the nation’s first ‘restoration’ natural burial ground in a portion of unused land adjacent the Old Goolwa Cemetery.

This final step follows two rounds of consultation with the community since June 2024 regarding the concept of a natural burial ground and then the terms of the ground lease for the site. Both rounds of consultation resulted in more than 95% support.

A restoration burial ground is a dedicated natural burial place, established on land that has been cleared or needs environmental restoration. The fees charged for burial in a restoration burial ground are used to fund further restoration programs at other environmentally significant locations. Council’s involvement in supporting this charitable initiative has been to provide access to the land for Nature Foundation and the Natural Burial Ground Trust of Australia to use for natural burials and environmental conservation purposes.

The Natural Burial Trust of Australia has commenced the development and implementation phase of the Burial Ground with a gathering of consultants and supporters at the Kessell Road site in September. The development team are aiming to be able to provide burial services by mid-December 2025.

About the project

Following strong community support during the 2024 consultation, Council began negotiating a draft agreement with the Natural Burial Trust of Australia to establish a proposed natural burial ground on the unused and unoccupied land at the Old Goolwa Cemetery.

Council welcomed feedback on a proposal to enter into a 42-year lease with the Natural Burial Ground (NBG) Trust of Australia, for the purpose of establishing a not-for-profit natural burial ground within the unused portion of the Goolwa Cemetery.

As the land is classified as community land and the term of the lease is greater than 5 years, community engagement was required to ensure the community is provided with the essential terms of the proposal and an opportunity to comment on the proposal should they choose to do so.
