Project update
Pedestrian crossing point at Hays Street, near Porter Street and the entrance to the Goolwa Wharf Precinct.
Contractors will start construction on Monday, 16 February 2026.
The project is expected to be completed by 24 February 2026, weather permitting.
Speed restrictions and traffic management will be in place throughout construction, and night works won't be required.
This pedestrian crossing will feature kerb island build-outs to reduce the overall crossing distance, kerb ramps (not currently in place), and handrails on both sides of the road to provide a focal location for pedestrians and drivers. Lighting at the location will also be upgraded.
This project aims to make this area of Hays Street safer for pedestrians crossing the road in accordance with Australian Standards and Department for Infrastructure and Transport requirements.
It is being funded by SA Infrastructure and Transport under the National Road Safety Program on a Department for Infrastructure and Transport road, with project management support from Council.

A new pedestrian refuge crossing was installed in 2023 on Brooking Street between the junctions of Fenchurch and Crocker Street, Goolwa.
The works included new concrete footpath sections, kerb ramps, handrails, tactile indicators and signage.
About the project
Council (with the support of the Department of Infrastructure and Transport) is proposed to construct two pedestrian crossings facilities on Hays Street, Goolwa. Pedestrian movement in this area is particularly busy during peak summer periods, market days and during events held in the Goolwa Wharf Precinct. The two pedestrian crossing locations were identified adjacent Porter Street following a pedestrian, traffic and parking survey and report. Project funding was subject to budget endorsement.
