Council Members received and noted a report on footpath alignments on Excelsior Parade on Hindmarsh Island. Council approved a 1.5m wide or a 2.5m wide footpath on the Marina side of Excelsior Parade along the road edge, noting that this was not funded for construction in the 2024/25 Annual Business Plan and Budget.

Council is seeking community feedback on the proposed approach for footpath construction on Excelsior Parade, Hindmarsh Island.

On 3 February 2021, Council received a petition supported by 434 residents regarding the installation of footpaths for Excelsior Parade, Hindmarsh Island.

In 2022 a council-commissioned engineer report recommended the appropriate side for a footpath to be on the western/ Marina side, transitioning to southern side of Excelsior Parade due to the following reasons:

  • Easier pedestrian access from four feeder roads without crossing Excelsior Parade (feeder roads – Victoria Parade, Blanche Parade, Britannia Parade, Wentworth Parade, Prince Alfred Parade).
  • Flatter surfaces, less incline remediation and engineering solutions required.
  • AusRoad Design Guidelines state that pathways should be constructed with lighting where possible. Streetlights are located on the preferred side.
  • Minimal earthworks to current swale drain arrangements.

Made of 1.5m concrete and constructed at the road edge, the proposed footpath would be constructed between driveways as to not disrupt current driveway arrangements or design. Some stormwater modifications will be required due to grated soak pits being located close to the road edge.

Council recognises the need to consult further with the community and local residents to seek support for footpath placement and design approach.

Consultation will help inform residents on the engineer consultant’s reasoning for the proposed footpath placement and determine which side the final footpath will be constructed based on community feedback.

    Council received a report on the community consultation regarding the construction of a footpath on Excelsior Parade at Hindmarsh Island on Monday 16 October 2023.

    The report showed that residents supported a footpath, but views were evenly divided on which side of the road it should be built. Council resolved to prepare designs and costings for all three options outlined in the consultation process with the addition of a fourth option, a wide pedestrian and cycling pathway behind Excelsior Parade houses on the Monument side.

    The results will be presented at a future Council Member Information Session before a report is prepared for a final decision.

    We received 143 My Say submissions, great turn out at the popup information session on Saturday 23 September, as well as a community petition that will be to be received by the Council Chamber on 16 October 2023.

    The Assets team are working through the feedback and will present recommendations at the 16 October 2023 Council Meeting.
