About the project
Over the past year, we’ve worked closely with our community to shape an affordable and achievable roadmap for delivering Alexandrina’s shared vision for the future:
- Liveable – shaped by well-planned towns and growth, and supported by a trusted and financially sustainable Council
- Green – driven by strong climate and environmental stewardship
- Connected – built on inclusive and thriving communities and transport systems that link people and places.
Through Village Conversations, public meetings, online surveys, and stakeholder engagement, we heard from residents, businesses, and community groups. Community insights, combined with Council’s informing plans and regional and state priorities, have helped us build an A2040 Strategic Delivery Plan 2025-2035 that is achievable, responsive, affordable, and future-focused.
At the November 2025 Council Meeting, Council received and noted the report and the community consultation outcomes on the draft Plan, undertaken from 25 September to 17 October 2025. Council received 33 unique responses during public consultation.
About Our Plan to Thrive
What's in the draft plan?
Guided by our community vision, the draft A2040 Strategic Delivery Plan 2025-2035 is built around five key themes:
Each theme includes:
- Outcomes – the results we aim to achieve
- Strategies – the approaches we’ll take to reach those outcomes
- Strategic success indicators – how we’ll measure progress
- Informing plans – aligned plans that guide our priorities and actions
Together, they provide the A2040 Strategic Delivery Plan 2025-2035 blueprint.
You’ll also find:
- Appendix 1: A2040 Plan on a Page – a clear snapshot of our community’s future, bringing together the vision, themes, outcomes, and strategies
- Appendix 2: Priority Actions – put the strategy into action by proposing the most effective and affordable priority actions over a 10-year planning horizon.
Each year, they will be carefully considered for each Annual Community Plan to guide our progress toward the community vision over time.
- Each Priority Action is linked to the relevant Outcome and Strategy and supported by:
- Action Statement – what we plan to do
- Action year/s – when we plan to do it (as considered by each Annual Community Plan process)
- Measure/s – what we will measure to assess performance
To remain within the resource capacity and financial sustainability framework, Priority Actions are organised, within Strategies, into one of the following three categories:
- Proposed – priorities reconciled to Council’s Long Term Financial Plan 2025-2035 to ensure affordability
- Project Pipeline – priorities considered as ‘ready-to-deliver’ (or funded to get ‘ready-to-deliver’) but that require external funding to progress to delivery stage
- Strategic Hold – priorities that are held in ‘strategic readiness’ awaiting scoping, consultation, planning and/or funding (to progress its status to ‘Proposed’ or ‘Project Pipeline’)
The A2040 Strategic Delivery Plan 2025-2035 will guide Council’s decision-making and progress monitoring over the next decade.
