1 Stirling Court Strathalbyn - Revocation of Community Land Classification

Council’s Strategic Land Program has identified an opportunity to consider the sale of 1 Stirling Court Strathalbyn on the open market.

The land parcel located at 1 Stirling Court Strathalbyn is an undeveloped reserve of 1.95 hectares in size and classified as community land.

1 Stirling Court Strathalbyn is located in the Rural Living zone, northeast of Strathalbyn. Allotments in this zone are typically about two (2) hectares in size, making this land parcel consistent with adjacent land parcel sizes.

The land parcel to which this consultation relates is highlighted in blue below.

This land parcel forms only one (1) land parcel in a grouping of land parcels owned by Council, which form an undeveloped linear park along Burnside Creek from Burnside Road through to Meyers / Stirling Road. These land parcels are grouped and outlined in red above and intended to retain should Council proceed with the proposal to consider disposal of 1 Stirling Court as a significant area of public park either side of the creek.

1 Stirling Court comprising of approximately 30% of the total reserve, with 70% of the park intended to be retained as open space (reserve). 1 Stirling Court is being considered for potential sale, as its disposal will not include or compromise any portion of the creek.

The land is classified as community land. It is categorised in the 2023 - 2028 Community Land Management Plan as Undeveloped Reserve. To be able to further an approach to the Minister of the Local Government Act 1999 to consider a revocation of the community land classification, public consultation is being held in order to gauge community appetite for revoking the classification of community land for the purpose of sale on the open market.

If the land parcel progressed to sale, one (1) independent market valuation would be obtained in order to determine the starting price for offers of purchase. In accordance with financing the Long Term Financial Plan, any surplus funds are applied to repaying borrowings. Proceeds from the sale of the land will reduce borrowings and provide capacity for Council to reinvest the revenue in alternative project initiatives.

Community engagement on progressing this proposal will inform Council and the Minister responsible for making the decision as to whether to revoke the classification or otherwise.
