Lot 9 Rankine Street Strathalbyn - Revocation of Community Land Classification (portion of)

Council’s Strategic Land Program has identified an opportunity to consider the sale of a portion of Lot 9 Rankine Street Strathalbyn to an adjacent landowner for amalgamation within their property.

The land parcel located at Lot 9 Rankine Street Strathalbyn is a developed reserve utilised by the community on a regular basis. However, a small portion of the reserve at Lot 9 is physically separated from the remainder of the park by a steep embankment. This portion of the reserve, at the top of the embankment, comprises of a triangular area of approximately 440mand has the appearance and characteristics of being a surveying anomaly from at least 80 years ago as it is not readily accessible to users of the park. The anomaly was discovered many years ago. The occupier of the land currently rents the land from Council on an annual basis.

The remainder of the park is categorized as a Level A park in Council’s Open Space Maintenance Levels works program, however the area the subject of this consultation is not included in the Parks maintenance program as it is inaccessible.

The land parcel is community land, classified in Council’s Community Land Management Plan as Developed Reserve.

The proposal is to revoke the classification of community land over the portion marked in blue and sell (by independent market valuation) the revoked portion of the reserve to the adjacent land owner for amalgamation into their existing Certificate of Titles.

To be able to further an approach to the Minister of the Local Government Act 1999 to consider a revocation of a portion of the community land classification, public consultation is being held in order to gauge community appetite to the proposal for the purpose of sale to the adjacent land owner.

In accordance with financing the Long Term Financial Plan, any surplus funds are applied to repaying borrowings. Proceeds from the sale of the land will reduce borrowings and provide capacity for Council to reinvest the revenue in alternative project initiatives.


Community engagement on progressing this proposal will inform Council and the Minister responsible for making the decision as to whether to revoke the classification or otherwise, over the subject portion of the reserve.
