Who are the Goolwa Bowling Club?
The Goolwa Bowling Club Inc. was formed in 1923 and operated from a site on Arthur Neighbour Reserve, until formally taking up residence in the Goolwa Recreation Grounds in 1958. The Club has operated from the Recreation Grounds for over 68 years and will reach their 100 year anniversary in 2023.
Where is it located?
The Goolwa Bowling Club occupy a portion of the Goolwa Oval Recreation Precinct, located between Goyder and Hutchinson Street Goolwa.
What is the current tenure?
The Goolwa Bowling Club operate as a sub-licensee of the Goolwa Recreation Ground Committee (GRGC) who hold a 21 year lease with Council. The overarching lease provide the GRGC with the care control and management of the oval complex including under-licensing the oval to various local clubs and sporting groups.
The 21 year term of the GRGC lease expires in late 2021, with the facility returning to Council’s care and control on expiry. All existing under-licenses also expire at such time.
As the Goolwa Bowling Club are located in relative isolation to the rest of the recreation precinct, operate independently of the GRGC, own and maintain all their infrastructure in good order and repair, can demonstrate a long term capability to operate a successful facility and are endorsed in the Goolwa Precinct Masterplan adopted 21 October 2019 as remaining in their current location, they meet the criteria for consideration to a new ground lease.
Proposal – new 20 year lease
The proposed area of lease reflects the existing footprint of the current facility, with the inclusion of a brick external toilet block located adjacent to the Club rooms on the north western side.
Where practical, the existing brick wall forms the natural lease boundary.
At the 18 October 2021 Council meeting, Council endorsed proceeding to public consultation to gauge the community’s appetite to enter a new 20 year lease with the Goolwa Bowling Club commencing 1 January 2022.
What are the fees for proposed lease?
The annual rental fee for a Minor Commercial Community Agreement would be $500 (ex GST) in accordance with Council’s Lease and Licence Policy. The Club would remain responsible for all building and maintenance costs, rates and service connections.
