Project Update

Following Community Consultation, all submissions were brought back to the 17 July 2023 Council Meeting where Council endorsed the new Acquisition and Disposal of Land Policy, Acquisition and Disposal of Road Police and Disposal of Council Assets Policy (excludes land and road).

Council recognises the benefits of considering alternative revenue streams to meet community demand for improved services, assets and infrastructure without additional costs to the community.

A commitment is made to identifying operational cost savings and alternative revenue streams within the Council framework. Council has explored opportunities to maximise the utilisation of Council owned assets; inclusive of the disposal of underutilised land parcels (vacant or with improvements), for reinvesting in land (acquisition) and infrastructure for long term reinvestment for community benefit while managing Council’s financial position.

A Strategic Land Program has been developed to provide opportunity for Council Members to assess and determine, on a case-by-case basis, whether particular land or road parcels should be considered for sale, acquisition or anomalies resolved in order to provide an alternative community benefit, assist in the management of its open space and support Council’s revenue strategy.

Two new Policies have been developed to support the Strategic Land Program. The Policies will ensure processes undertaken when considering the disposal or acquisition of land are deliberated in a fair, measured, consistent and transparent manner that aligns with applicable legislation and ensures appropriate community engagement is undertaken.

As the information within Councils existing ‘Disposal of Council Land and other Assets’ Policy is inconsistent with the proposed new draft policies, this Policy is also required to be amended to remove references to land and road, as they will be dealt with in accordance with the two (2) newly proposed Policies.

The purpose of this public consultation is to receive community feedback on the draft Policy documents proposed to support the Strategic Land Program.

Why are these Policies Important?

The draft Policies will ensure a well-considered approach is maintained in the decision making process when contemplating the acquisition or disposal of land or road within the Alexandrina Council district.

The draft Policies put forward a range of consistent, fair and transparent assessment criteria and process drivers, that ensures Council and the community is well informed and engaged on decisions that may affect them.
