Proposed Footpath - Billabong Road, Goolwa South
Council received the community engagement submissions regarding the proposed footpath along Billabong Road, Goolwa South at the Council Meeting on 18 Novembe 2024. Council received 82 public submissions with 53% supporting a footpath on the north side of Billabong Road and 47% voting for the south side. A total of 21 respondents suggested that no footpath was warranted. Overall, 45% of respondents supported a footpath on the north side, 27% wanted no footpath and 28% supported a footpath on the south side.
Recommendations to approve the chosen alignment of footpath on the northern side and authorise Administration to proceed with construction of a 1.5m wide footpath along the northern side of Billabong Road, Goolwa South, as budgeted within the 2024/25 Capital Program, lapsed without a seconder after being moved by Cr Lou Nicholson.

New Footpath Proposed for Billabong Road
Council plans to install a new 1.5 m concrete footpath along Billabong Road, stretching from Beach Road to Barrage Road.
Right now, we are in the design stages and would like to hear from the community about which side of the road the footpath should be constructed.
Council's preferred option
Council is considering placing the footpath on the northern side of the street (Option 1/ Red). This side offers better connections to homes along Billabong Road and the surrounding streets. Plus, the street lighting is already set up on the northern side so no additional upgrades to lighting would be required.
Things to Consider:
If the community prefers the footpath on the southern side (Option 2/blue), there are a couple of things to keep in mind:
- This side is 10 metres closer to the Golf Course, which might increase the risk of stray golf balls impacting pedestrians.
- Additional funding would be required to upgrade the street lighting for safe night-time use, which could delay construction of the footpath.
- Requires pram ramps to cross over Billabong Road
Red - Option 1 | Blue - Option 2 | Yellow - Compulsory works to connect to Beach Road and Barrage Road.
