For example, long term financial sustainability of community and local government? Access to Federal and State funding sources? Impact of Federal and State taxes, levies etc?

I do not think the constitution should be changed that automatically gives council money. rates being the only source of income for councils is fair and shoul;d remain unchanged.

I also believe that people who rent a property and work in the area should also vote in council elections.

I think its unreasonable to expect rate payers to fund the ever increasing role of local government. I think that rate payers should only pay for service they directly use on a daily, weekly, monthly basis such as water, sewerage, garbage, existing roads and infer-structure and power. All other expenditure should come from State and Federal funds.

One of the problems Councils have is the ever increasing burden being shifted to them from State and Federal Governments. They are transferring more resposibilities and imposing more regulations that local Councils have to implement. Therefore we have to bear the extra costs Council incur to do what State and Federal Governments dictate.

Maybe it is time that the State and Federal Governments resumed the responsibilies they have passed on. This would give local Councils the ability to reduce their expenditure and therefore the rates.
